History: Wealth, power, and abuse. Those were the three words often described the Yotsuki Clan. However, abusive is subjective. The clan is the only noble and founding clan of Kumogakure, so power was more than just in their head. The clan leader, Kaito Yotsuki, became the first Raikage to rule over the village. Due to being the only clan who held nobility to their name, the Yotsuki's name was no stranger to the average shinobi in Kumogakure. They were essentially the rulers of Kumogakure (given by the leader of course), alongside the clan leader himself, being above everyone else and giving everyone of just a taste of what they can do
Before Kumogakure came to be, the space was used as a safe haven for the clan. Then, the Yotsuki Clan had a vision to create a village. With their wealth and power, they were able to give their village the prosperity that it deserves with an advanced economy to bring the village into a golden age. That was when Kumogakure was created, where loyalty is a trait that overrules all else and is motivated by willpower and independence. The Yotsuki would only hope that the village can succeed as much as it can for a better future.
Building the only clan to create and build off a village gave them the respect of wealth and power. Abuse, however, could be debatable. The Yotsuki was above all else next to their clan leader and Raikage, so this gave them more privileges than anyone else. Some people even feared their power while others envied it. They were seen as a clan of "spoiled rich people who doesn't know what struggle was like", as quoted by some citizens. The balance between all classes, from upper to lower, was unbalanced. Only few of the riches, mainly from the Yotsuki, had power over the economy who only favored the rich.
But the Yotsuki didn't see it as that. To them, they saw it as a way of improving the economy. They believed that there had to be a balance between the classes. If everyone had wealth, nobility and power, then there would be nothing but chaos and corruption. While they've acknowledged the amount of crime and poverty that ran about in the village, the clan reassured everyone that the issue have fixed only to discover a few years later nothing was done and that the crime was was more than just above average.
It wasn't until the clan leader and the Shodaime Raikage was assassinated by his brother, Yusuke, who was an ANBU Captain and was publicly executed. Outrage emerged from the clan as they also demanded Yusuke's family to become executed for tarnishing their name. They would assume Yusuke was jealous of Kaito's power and wanted all for himself, and even as far as to harm an ANBU operator who was also at the scene, Mayu Hosazu.
But the tarnish of their name wasn't the only thing they did the clan lose some power to an extent when Mayu Hosazu became the next Raikage to lead the village. While they still kept their nobility and wealth, being the founders and all, their word no longer had law and authority above all else. A tragic fate, but there was still some good from it despite no longer having full power of the village.
The rumor of Mayu Hosazu being the real culprit managed to reach to the clan, also having some members being convinced of how and why she did it. Without much evidence, though, there isn't much to be done. As long as they had their wealth and nobility, power was still somewhat in their hands. Just not as much as the Nidaime Raikage's word.
