KINJUTSU REGISTRATION
Jutsu Name: Rasengan
Why you want this jutsu: For development, mostly. While Rasengan is a neat enough tech on its own it was originally intended in lore to be a jumping off point for a wide variety of other techniques, which is exactly what I intend to use it for with Saito - learning the Rasengan isn't going to be the goal but rather the starting line, and as his only current talent is chakra control far above and beyond his age bracket it seems like something potentially within his capability to learn/develop on his own. Aside from that, though, the only other reasoning I can give is that the technique isn't something I want simply to make the character stronger, but rather as a tool to make him grow and develop as a character, to move him forward in a unique way.

Facedown in the dirt arena floor, Saito was immensely grateful for the fact that this was little more than a practice bout - even then it wasn't unheard of for genin to die during the Exams, and this year had been surprisingly bloodless in that regard. Then again he supposed that's what happened when generations had passed since the last war and there was no incentive to actually kill your neighbor. More often enough just beating them to the point that they weren't able to fight was enough, and that seemed to be what his opponent was going for now. That, or maybe he was just arrogant or overly confident. Hard to tell which when your opponent was a full head taller than you, Saito wouldn't have blamed the older shinobi for believing they had an advantage.
Not that much room was left for debate as Saito raised his head, pushing himself off of the ground and into a sitting position and catching a glimpse of the smug smirk.
The other shinobi wasn't making any attempt to get closer or finish the fight. And why would he? Distance had served him well so far, and the shuriken orbiting around the man gave him a ready counter to any close quarters assault at a moment's notice. Truthfully speaking, Saito should've lost this fight in the first few minutes. Suiton was his only elemental release - his opponent had Doton, Futon and Jiton. Way more than any normal genin could be expected to have. Then again, Saito's opponent looked to be in his late teens, maybe almost twenty already. Something that gave the boy some small amount of vindication when he considered how many times the man had probably failed the Exams already to still be here and taking them now, but it was a small and petty thought that did nothing to erase the immense advantages his opponent had.
Shaking his head and rubbing the dust off of his cheek - although careful never to take his eyes off his opponent - Saito would take a moment to clear his mind. What he needed to do was focus on something else. Look at the problem and take it apart, deal with it piece by piece. Advantages, disadvantages. Who had what, and what could be done to negate each thing?
Suiton had been his main trump card so far. It wasn't a common release in Kumogakure where Raiton was the order of the day, but electricity did funny things with water and that had let Saito get through round one with a bit of clever thinking. Wasn't going to work here, though. Doton had a natural advantage over Suiton and was able to block any direct attack dead in its tracks, and Futon could cut through any defense Saito had to offer - it was only due to his opponent's desire to end this without significant bloodshed that such techniques hadn't brought the match to an abrupt finish already. Those, however, could probably be dealt with given enough time and his talent for chakra control. The older man seemed to have difficulty layering techniques and multitasking, so that seemed to be a solid advantage in Saito's favor. Largely negated by the Jiton, though. Holding his chakra back and rationing it wasn't going to work since those shuriken made taijutsu a bad, bad idea. Saito didn't know any genjutsu to offset that problem, and he couldn't dodge forever. That just left offense as a viable option, and were Suiton his only weapon that would've been game, set and match.
It was a good thing that there'd been a month of preparation time between the first and second rounds of the Exams. Not even close to enough to learn an elemental release capable of dealing with what his opponent had, but enough to craft something using the skills he already could use. Done waiting for the boy to make his own move, however, Saito suddenly ran out of time to think and plan as two of the shuriken suddenly zoomed forward, homing in onto Saito.
Dodging wasn't going to work, he'd figured that out from watching the first match already. Anything that his opponent or those weapons touched became a beacon for his weapons to home in on, and he'd already been unlucky enough to trade blows with the man early on as the first thing he'd done was blitz the younger genin and land a punch, probably with the intent to take it easy for the rest of the match as his kekkei genkai did the work for him. Finger hooking through the metal ring Saito immediately drew a kunai from one of his pockets, blocking the first and then second shuriken. Rather than dropping to the ground, however, their momentum caused the weapons to deflect off the metal and continue past Saito to begin curving around and back towards him as expected. Seconds were all Saito had and his opponent still had who knew how many weapons left to throw at him in a very literal sense - he needed to make a window, and it needed to be done before his opponent realized what he was doing. Tossing the kunai he'd just used to block off to the side which the first homing shuriken would immediately hone in on, Saito would draw a second of the weapons and make a carefully aimed throw as the second shuriken began taking a straight and easily predictable path towards its target. Colliding mid air, the weapon's charge would mark the second kunai as both weapons tumbled to the dirt clinging to one another.
Seemingly more amused than anything else, the old shinobi would begin to casually draw another set of shuriken as the last one zoomed in on target. A moment later, however, Saito himself would disappear from view as the boy yanked a smoke bomb from his tool pouch and threw it to the ground, the dull thud of the third shuriken hitting something the only sign that he had not disappeared entirely. Hesitant to expend more weapons on a potentially beaten target, the man kept them held in his hands as he squinted into the lingering smoke cloud. No movement, but as it started to fade there was something else where the boy had been instead. A small hole in the ground - too small for anyone to fit into, but from which a steady gurgle of water came which was slowly flooding the arena's floor in a large puddle. Squint changing into a frown, the older man kept his weapons at the ready. There were plenty of ninjutsu capable of camouflaging a person, but most required a solid surface to blend in against and the nearest wall was dozens of meters off in every direction. Keeping an eye on the hole in the ground and the opposite wall for movement, the Jiton user remained exactly where he was as the puddle grew, eventually overtaking the man's feet and continuing on past him in silence for several long, silent seconds.
It was at that moment the water's surface would seem to explode behind him as Saito emerged from what couldn't have been more than an inch of water. One hand to the ground and pushing himself up and out of the liquid, the boy's other hand would be cupped around a rapidly forming mass of whirling chakra, the normally invisible energy a bright shifting blue as it was forced into the man's back, forming a sphere at exactly the moment of impact before seeming to detonate with incredible force, throwing both combatants in opposite directions. The only one not caught off guard by the development if admittedly frustrated by it, Saito managed to land on his feet after a rough and admittedly uncontrolled tumble. No time was wasted as he began sprinting after the other man, dazed by the concussive blast but numbly reaching for the weapons he'd dropped.
That could've gone so much better. Should have gone so much better, and while Saito had no one but himself to blame for attempting to use a barely finished technique as a finishing move in desperation it still left him angry with the result. Another week, another half a month - he should have been forming the sphere faster than he was, but the fact that he was able to do it at all should have come as an accomplishment all its own. This time, though. This time it wouldn't fail, and it wasn't going to be done in the rush of half a second. Chakra gathering in his hand again, the Rasengan would properly form a full second later and halfway to Saito's intended target and just as the man managed to retrieve and throw his weapons. Reaching ahead with the technique, Saito would place it front and center to guard against the most dangerous of the incoming projectiles - one that would've struck him in the chest instantly ground into dust against the ninjutsu while another slightly off target embedded itself in his shoulder. Wincing against the pain but undeterred, the genin would let his momentum carry him forward just another few steps - and lead the ninjutsu technique on target, the Rasengan impacting with the man's chest and maintaining its form just long enough to force him into the ground before exploding again with enough force to send Saito flying clear, leaving both shinobi unconscious on the water soaked ground.
