There was a time, once, where Masaru could remember this place being much fuller than it now was. More rooms occupied, more beds taken. Not enough staff to go around.
How the times had changed.
Mizu no Kuni had not always been as it now was. Years ago, well within living memory in fact, the region had been quite lawless, even in the face of a newly established village and declared sovereignty of the nation it served and protected. It hadn't been difficult to understand why. Despite those declarations the nation had never possessed clear borders in the way many others had, composed of numerous islands and archipelagos - it wasn't as simple as claiming that Mizu no Kuni began when you set foot on dry land lest other nations try and control the surrounding seas. But that had spread the nation and its shinobi wide and thin, forcing them to try and police not just the surrounding seas but every inch and nook of likely hundreds of islands, not all of them mapped or catalogued.
An exercise in futility, that, and a fertile breeding ground for criminals with plenty of places to hide. Extortion rackets, pirates, smugglers, more organized crime syndicates able to operate where they could not on the mainland. It may have officially been an era of "peace" following the end of the conflict between Hi no Kuni and Tsuchi no Kuni, but for shinobi of Kirigakure that was little more than a convenient label used by politicians to describe how their government was intended to function and approach others at the time. The fighting had never truly stopped as it had been a constant game of cat and mouse chasing down and squashing rogue elements hiding and operating within Mizu no Kuni's borders, all the while trying to keep up a strong front in the face of the other nations lest they get any clever ideas.
But that had been his reality. Not the present. A lifetime ago, and well before that of many who were now actively serving, much less those in the village's hospital now. As Masaru walked through its halls, clad in a white button shirt and simple blue pants, an eye cast to the rooms he passed by painted a very different picture. Many of the beds were empty, clean and neat, and those that were occupied held not veteran shinobi crippled by ghastly wounds, poison, infection from insufficient treatment in the field but largely younger shinobi with far more trivial injuries. Maybe a broken bone here and there from a training accident or a similarly non-lethal or life threatening injury incurred while in the field.
It was a very different scenario than that which Masaru himself had grown up facing, and while that truly was the ideal in many a sense... it couldn't help but leave the older samurai somewhat concerned for the future going forward. Unsettled.
Masaru was no war hawk but he understood better than any that it was conflict and adversity that shaped a person, and they were only as strong as the difficulties they had to face in life.
Regardless... putting those musings aside, that was not why he was there today. Hands finding their way behind his back and one closing around the opposing wrist of the other, Masaru continued to wander the halls of the hospital, eye peeled for the head iryo-nin responsible for the facility's day to day operations. It was likely to take a while in the sense that Masaru sincerely doubted they were bound to one place given the nature of their work, but that was fine. All he had were fairly basic and one might say routine questions, and they weren't worth pulling her away from her work with an urgent summons - much less when the people she was attending to probably needed that attention more than he did.

Saya was in the middle of training a few medics under her tutelage when one of the other kunoichi in the hospital informed her the kage's advisor was present---not as a patient, but as a visitor. Saya continued on, however, thinking that if he'd meant to meet with her and it was urgent, he'd have summoned her. So forward into the urgent care wing she went, demonstrating use of equipment and how to accompany certain healing techniques with the machines they had on standby. It was all fairly routine, and she'd given these same little speeches to countless students. She had just finished up and was about to lead the team to the next room for another informational lecture when she spotted Masaru. "Everyone take ten," she instructed with a clap, moving in a beeline for the wing's newest guest. Saya beamed a smile in greeting. "Masaru, hey. It seemed he had timed his visit perfectly. Truthfully Masaru had expected to spend the better part of a half hour wandering from room to room and floor to floor, taking in the changes and evaluating the staff's level of readiness as he moved throughout the hospital - expecting that either someone would take notice of his presence and inform the head medic, or that he would eventually find his way to their office and simply wait for them there. To his pleasant surprise neither was the case as the older man made his way through and into the urgent care wing, pausing in the process of passing by yet another doorway - this room, however, was occupied, and not simply by the patient.
Surrounding the bed towards the back of the room would be several younger shinobi and medical staff, center among them a brunette woman roughly his own height - by all outward appearances in her late teens or early twenties, and likely not what immediately came to mind when one stopped to consider what a village's head medic would probably look like were they told to search for one. Hinamori's appointment to the position had been a... well, surprise, to put it lightly, among many in Kirigakure. Masaru himself had only accepted the position of advisor to the Mizukage less than three years before that himself, but there had been key differences between the two scenarios. While Masaru knew that he hadn't exactly made many friends over the course of his career the Jonin was still a veteran, alive at an age not many lived to within their profession, something that on its own spoke volumes. Hinamori, despite her grades during her academy years and marks on practicals like the Chuunin Exams, had barely been twenty at the time and only just promoted to the rank of special jonin simultaneously alongside the appointment to the position of head medic. In the eyes of many it could've easily been seen as akin to picking a chuunin for the role and promoting them after the fact.
Personally, Masaru didn't care so long as she had the skills and background to do the job. While it was true that experience was often required to cultivate talent and individuals often didn't reach their full potential without it, the position was more administrative than not and her academy marks pointed to her having the intelligence and mindset needed to manage one of the village's most important facilities - and if Hinamori had the practical skills needed to actively involve herself in the day to day operations, all the better. The fact that the facility had managed to run without issue since her appointment had suggested she'd been the right person for the job so far as the elder Sumire was concerned - as did the fact that she was out here, on the floor and actively instructing younger iryo-nin as the man hung by the door, out of the way and simply watching in silence as they went about their work.
Not that it seemed to last all too long. A chance glance up and over in his direction, a clap of her hands and words of instruction given to the junior staff and shinobi before Hinamori was walking straight for Masaru, smiling wide and speaking out in greeting.
"No, no. I'm old but not that old. Not yet." Masaru responded with a soft chuckle, a more subdued and subtle smile forming beneath his mustache as the jonin tracked the departing medical staff with his one good eye before turning it back to the head medic before him. "Just doing my job, I wouldn't be all that good at it if I weren't aware of the state of affairs within our own village. It's been a few years since I've stepped foot in the hospital myself and I've grown tired of hearing things through secondhand reports, figured I would drop by myself for a change."

Not that old? Oh, a joke. Saya smiled at that and visibly perked up when it was explained that he was here to check in personally. No reports laid on his desk today--just his own feet moving him through the hospital to check the state of affairs. "Wonderful," Saya said, both hands laced together. "I can tell you that we're definitely on track with inventory, so no problems there. However, a small batch of ninja arrived within the last week complaining of sickness from some plant they'd encountered on an assignment. I fear it may be invasive, but it's not as though I can go check the area myself." Maybe that was something Masaru could relay to the Mizukage? She trusted he would, anyway. "Can I give you anything specific to satisfy what you're looking for here?" she asked. "I have a few veteran medics on the clock today that can answer questions if needed." ------------------------- Masaru Sumire // #03dfa8

Masaru remained silent as Hinamori seemed to relax and brighten following his words - the much more animated shinobi launching into her own response as the older man's one good eye once again drifted to follow the other medical staff leaving the room, although Hinamori herself would retain both his overall attention and his ears. While it was more or less to be expected in a time of peace it was still good to hear that there weren't any problems with logistics. No thefts or abuse of stock, and plenty of it on hand should medicines and surgical equipment be needed. One of those things that you often took for granted while on the receiving end as keeping a full staffed medical center of any sort properly supplied wasn't exactly an easy task, all the more so when procedures were constantly changing and being updates... as were the chemicals and medicines in use.
The next bit that Hinamori brought up, though, would catch his attention in a slightly different way.
Masaru's brow would furrow, and his lone eye turning back to Hinamori as he spoke following the pause in her breath. While he was no ecologist the idea of invasive species was well enough known to him, although it might have been that lack of experience that led to a lack of understanding as to why it might've been that big a concern. Mizu no Kuni had enough threats to be found in its local flora and fauna that he doubted something from the mainland would be a bigger concern beyond adding yet another thing to the list for Kirigakure's shinobi to worry about while afield. More than that, a good number of the nation's islands were isolated from one another unless one were to travel by boat - so was the problem that it had been found on the "main" island where Kirigakure itself was?
Concerns for the Mizukage, or more accurately the scientific staff employed by the village. It wasn't exactly above his pay grade anymore but the sentiment was more or less the same.
"No, no. Nothing specific, the visit was more just to ensure I was keeping involved and aware of potential issues should they need attention. On that note... you mentioned an invasive plant of some sort. Is that something we should be concerned with?" Masaru finally said again, another glance over to Hinamori as he spoke.

#5600bf Saya gave the question some thought: was it something to really worry about? "Well... I believe we should investigate it. Symptoms don't match any domestic species and I can't be sure someone didn't bring it in maliciously. In fact, I don't yet know how the plant would be received if ingested or made airborne by smoke." She touched at her hair briefly. "Perhaps I worry too much."
It wasn't like a plant was going to be enemy number one, but the symptoms had been enough to slow down their forces, even if only slightly. Even a small delay could significantly affect a mission, though, and Saya liked having all of her bases covered. Just in case.
